KEY ISSUES OF TOURISM

For several years tourism and development had faced a lot of problems regarding security and concerns due to the several terrorist attacks that had taken place. Moreover, Australian governmental policies also affect the tourism companies because most of them are privately owned and are hence bound by certain rules and regulations (National trust, 2018). The changes in the global environment have had greatly impacted the tourism companies in and around the world. Customer satisfaction and value of money have to be maintained when planning a schedule of a new tour. Some of the major issues faced by the travelling agencies or tourism companies in this decade have been discussed thoroughly:

Safety and security concerns: Security is a basic human right, be it a native or a tourist. Any area that has a criminal background will itself be an attack on the tourism industry in Australia as a whole. A place of major tourist interest is generally reputed to be safe, peaceful and secure to visit. As a part of the country the tourism industry should maintain safety and security measures of the travellers.

Impacts on tourism due to global climate change: This is a critical issue that needs urgent attention throughout the globe not only in the field of tourism but also in every facet and fields. Tourism industry in Australia often affects the credulity to climatic changes like more powerful hurricanes or tornadoes, rise in the sea level, loss of coral reefs and impact on the water reservoirs (UNWTO, 2019). This intensifies the need of sustainable tourism in and around the world.

Maintenance of a skilled and experienced workforce: Australian tourism industry is a rapidly developing industry. With this the demands of customer satisfaction also increases. Therefore, it is necessary to maintain a stable workforce who is both skilled and experienced and who can handle the customer needs and perform the duties responsibly. Engaged and committed workforce will not only look on the matters of customer and their needs, but also will help to maintain sustainability.

Application of modern day technology: Travellers and business bodies should be educated to implement new technologies for faster and better services within the tourism industry. This is an important issue to all tourism related destination (Rahman, 2017). Australian tourism industry must be well concerned about the modern day tourists and their demands to maintain a strong reputation. And this can be done only through implementation of modern day technology pre, during and post travel.

Increased tourism planning and policies: Partnerships and leverages are necessary measurement to improve tourism policies and strategic planning. Government need to realize that although it has the authoritative power to formulate laws and policies, but partnership between government and private bodies or non-state actors are necessary to maintain sustainable development and growth. Strengthening of global partnerships is also equally important (Nair, 2019).

Identifying the issue

The issue that has been selected in this case is the need of developing Australian tourism policies and strategic planning to ensure a comfortable way of travelling for the customers. This will help in directing a smooth journey (Rahman, 2017). This initiative can be taken in collaboration of the governing body and the private organizations who organize the tour programmes. This part of the assignment deals with a detailed analysis of this programme and explaining the possible policy instruments and implementation of the same.

Analysis of the issue

This includes putting focus on formulation of strategic planning and tourism policies in respect of strengthening the institution, diversification and development of products, promotion and marketing, building of Australian tourism infrastructure, human resource development and many more. This will further require the understanding of the current tourism scenario and the areas in which it needs development. A project document has to be made to formulate the plans of further development (National trust, 2018). Development is focussed on various sectors that will be discussed in the next part of the assignment.

Possible Policy Instruments

The government and the private sectors have to work in collaboration for partnerships and leverage. This will decrease the amount of funding required from each side. There are phases of creating policies.

Phase I identify the current tourism scenario and make policies as per the need of the situation. 

Phase II makes the plan focussing on the following sectors:

Marketing and promotion

Tourist activities

Development of product and services

Research and statistics

Quality service of the tourism services

Framework of the institution

Legislation and regulation

Phase III will need the implementation of the plans and policies with the help of technical assistance for the priority recommendations by which the issues can be mitigated.

Furthermore, tourism plans can be formed on a local and national level in definite structure mountain tourism, coastal tourism and many more. Every kind of destination will require different policies and strategic planning (UNWTO, 2019).

SUFFICIENCY FOR RELEVANT STAKEHOLDERS

Stakeholders are a group of people who are either affected or affect the business policy of an organization. So, they are related to the business in a direct or indirect way. It is necessary for the stakeholders to participate in the process of making decisions in a tourism business to ensure sustainable development of tourism (Rahman, 2017). They can impact the development and planning of tourism industry either directly or indirectly. They perform several roles for the same.

National Government plays a significant responsibility in the development of tourism industry as they plan tourism in a country level. This requires formulation and implementation of correct policies.

Local Government also plays to give a share of its role in tourism development in local areas that fall under its governance (UNWTO, 2019). Council will help with local tourism planning and attractions, build appropriate infrastructure, support tourism and manage the impacts of the same.

The agencies and establishments have their own role to perform in tourism development. For example, airlines, railway, hotel, restaurants help tourists with food, accommodation and transport facilities. In fact travelling abroad is impossible without the help of a travel agency.

Tourists are the most important stakeholders in this industry. This is because tourists include everyone from normal tourists to business travellers. Without the tourists the industry would have crippled down. However, in this scenario one thing has to be mentioned. Tourists get attracted to areas which have sites and sources of attractions. From this point of view places with sites of attraction are the most important stakeholders of this industry.

Employees and professionals in the tourism industry make a distinct contribution in the development of tourism industry. This is because they act as the company representatives in front of the customers, and hence they know the demands of the customers very well. Therefore, their contribution in the decision making process is inevitable. Moreover, skilled and efficient workforce will automatically bring huge margin of profit to the company by providing the best possible service (Rahman, 2017).

COMPARING AND CONTRASTING THE TWO PAPERS

Both of the two papers given in this assignment deals with the tourism policies of two different countries. The first paper deals with the Tourism Plan 2010 of Canada and the other one deal with the Heritage Tourism of Australia (Tourism, 2015).

According to the first paper the principles of Tourism 2010 plans are:

The private sector of the country invests directly to give provision of quality and meet demands of products and thus leads the tourism development process.

It says that tourism development should support and enhance all communities falling in the North Western territories.

Tourism development should maintain rights, cultures and tradition of the aborigines. In no way can it harm the peaceful living of the aborigines (Tourism, 2015).

The GNWT (Government of Northwest Territories) is bestowed with the duty of providing correct and timely information to the private sector regarding market situation to enhance investment for the development of the aborigines.

Government should have to ensure investment in areas of large industrial benefit, marketing and training to intensify the investment from private sectors.

It also state that maximum tourism development is possible when GNWT and the private sector merge together to work in partnership.

The paper thoroughly shows the success in tourism development after the implementation of this plan, describes the partnership between the GNWT and the private sectors and the leverage they get from this collaboration (National trust, 2018). It also focuses on the emerging issues of the tourism industry and the options available to mitigate them with a proper planning and implementation of the strategies.

On the other hand, the second paper shows a detailed description of the heritage tourism of Australia and how it had gained success in the recent years. It emphasises on how frequently the visitors have visited this place and how the researches met out there have helped the further development of this tourism. The third part of the paper shows the challenges faced by the heritage tourism industry in Australia and the opportunities of mitigating them with proper strategic planning and policies (National trust, 2018). Rest of the paper deals with how implementing those planning and policies can help the tourism gain sustainable development and a huge margin of profit by resolving the issues related to the tourism industry. Each of the strategic frameworks of action has been described in minute details.

SELF REFLECTION ABOUT TOURISM

Going through these two papers thoroughly I have been able to learn several aspects of the world tourism industry. I have also got a brief idea about how tourism works in Northwest Territories and Australia. The issues that these two tourism industry have to face, have given me a clear overview of the challenges faced by tourism industry as a whole. I have understood how government policies and planning can help to resolve those issues. Learning these have helped to me to understand the strategies and policies that can help to mitigate the problems and if I ever form a tourism agency of my own be it large or small, I will be able to run it accordingly because the concept of running a tourism business is now clear to me. It has also taught me that maintenance of sustainable development is one of the major aspects of tourism development. Nothing can be done by harming the environment. This project has helped me a lot to understand tourism and hospitality, the challenges faced by the industry and the policies that can be adopted to resolve them. The assignment has been very helpful and has improved my knowledge, skills and awareness regarding tourism planning.
